Is It Worth Buying a Villa in Bali? Build vs Off-Plan

Is it worth buying a villa in Bali? There are 2 ways to own one: buy off-plan in a development designed by a developer, or build your own, on your land and to your taste. The first is simpler at the start; the second lets you choose the land, the design and the budget. Here is how each works, what to check, and how to choose for your project.

Buying a villa in Bali: the 2 options

Bali draws many foreign investors, and the number of new villa developments has grown fast. Search for a villa in Bali and you mostly find new developments sold off-plan. But that is not the only way to own a villa on the island.

  • Buying off-plan: you reserve a villa in a development designed by a developer, before or during construction.
  • Building your own: you choose your land, your architecture and your finishes, and a builder delivers the project for you.

Both can make sense. It depends on what you want: the simplicity of a finished product, or full control of your project.

Buying a villa off-plan: how it works

A developer buys or leases land, designs a group of villas, then sells them before they are built. The buyer reserves a unit and pays in stages until handover.

The advantages

  • A product already designed: plans, renders and price are known from the start.
  • Few decisions to make: the developer handles everything.
  • Sometimes a lower entry price, on smaller villas.

The limits

  • The land, the exact position in the development and the architecture are chosen by the developer.
  • Customisation is often limited to finishes.
  • The sale price includes the developer's profit on the land and on the build.
  • Your villa looks like its neighbours, which matters when you rent it out or sell it.

Building your own villa: how it works

Building means starting from a blank page. At Genesis Bali, a project always follows the same order:

  1. The mandate: you entrust your project to Genesis Bali with a firm written budget, which does not move unless you change your vision. A working deposit of IDR 150,000,000 (about $8,269) starts the work; it is fully credited to the first construction invoice.
  2. The land: we find and check the land that fits your budget and criteria.
  3. The design: the architect designs your villa with you.
  4. The final contract: it sets the final price from the detailed bill of quantities (BoQ) produced by the design.
  5. Construction: 10 to 12 months, paid in stages as the build progresses, with a site report every month.

In total, allow about 14 to 17 months from signing the mandate to receiving the keys. The phase-by-phase detail is in how long it takes to build a villa in Bali.

Off-plan or custom build: side by side

  • Land: off-plan, the developer picks it; custom, you choose it with us, by view, area and budget.
  • Design: off-plan, the same for the whole development; custom, unique and designed for how you will use it.
  • Price: off-plan, a sale price set by the developer; custom, a budget detailed line by line, with the land paid directly to the owner.
  • Timeline: off-plan, the handover date depends on the development; custom, allow 14 to 17 months from mandate to keys.
  • Follow-up: off-plan, you get updates from the developer; custom, you follow every stage with a monthly report.
  • Resale: off-plan, your villa is compared with identical neighbours; custom, it is one of a kind.

At Genesis Bali, the land is paid directly to the owner, through the notary's escrow account, never through us. That is a real difference from an all-in sale price where you cannot see what each element costs.

What a custom-built villa costs

Genesis Bali's published construction prices, at the 31 October 2026 rate ($1 = IDR 18,140, xe.com):

  • Bali standard: IDR 18,000,000 per sqm, about $992
  • Bali premium: IDR 25,000,000 per sqm, about $1,378

For example, building a 150 sqm villa comes to IDR 2,700,000,000 (about $148,845) at standard specification and IDR 3,750,000,000 (about $206,729) at premium, excluding land, design and furniture. Land varies a lot by area: see Bali leasehold land rates by region in 2026.

What to check before you buy

Whether you buy off-plan or build, the same questions apply:

  1. The land title and lease length: how many years are really left, and is the extension written in from the start?
  2. Zoning: does the plot allow you to build and rent out a villa?
  3. Structure: to rent out your villa, an Indonesian foreign-owned company (PT PMA) is required.
  4. The payment schedule: do payments follow actual progress on site?
  5. Track record: has the builder or developer already delivered villas you can see?

At Genesis Bali, our own legal team handles these checks and the structure in-house. To go further, see due diligence for buying land in Bali and how to choose a builder.

Off-plan or custom: how to choose

  • Buying off-plan suits you if you want a simple product, without getting involved in the choices, and you like the development as it is.
  • Building your own suits you if you want to choose your location, a villa that reflects you, and a transparent budget line by line.

A custom build takes a little more time at the start, but you decide everything that makes a villa valuable: the view, the land, the volumes and the finishes.

What about Lombok?

In South Lombok, ocean-facing land is bought freehold, currently under IDR 150,000,000 per ARE (1 ARE = 100 sqm), under about $8,269. Off-plan developments are still rare there: a custom build is often the best way to invest. See is Lombok a good investment.
